Clinic Administrator (0.5 FTE, Part-Time, Regular, #20100616)

Agency Description:
Asian & Pacific Islander Wellness Center's mission is to educate, support, empower, and advocate for Asian and Pacific Islander (A&PI) communities—particularly A&PIs living with, or at-risk for, HIV/AIDS. We are the oldest and largest nonprofit in North America focusing on sexual health and HIV in A&PI communities. Founded in 1987 as an all-volunteer, community-based response to the AIDS crisis in communities of color, we are based in San Francisco’s Tenderloin neighborhood; we operate local, regional, statewide, and national programming, and collaborate with grassroots activists throughout the Asia Pacific Region. All of our work is aligned to fight HIV-related stigma, and focuses on A&PIs who experience the most extreme forms of discrimination and have the least access to quality services. Position Description:
The Clinic Administrator is responsible for the day to day management and administrative functions of the Wellness Clinic including but not limited to: clinical operations, budgeting and monitoring of the Wellness Clinic’s goals and objectives. In addition, the Clinic Administrator is responsible for the implementation of policies, programs and action plans to ensure consistency with the mission and vision of the Wellness Clinic. The Clinic Administrator oversees the development, implementation, and evaluation of clinic services in accordance with current medical practices and standards of care; appropriate licensing regulations; local, state, and federal laws; and A&PI Wellness Center mission and values.

    Major Responsibilities:
  • Directs and oversees all phases of clinic operations;
  • Responsible for recruitment, hiring, supervision and evaluation of paid and non-paid clinic staff;
  • Manages resources within budget guidelines;
  • Implements strategic plan, providing direction to clinic staff, volunteers and peer leaders of the Wellness Clinic to potential funders, volunteers, and community partners;
  • Participates in community events, develops press releases and promotional materials;
  • Supports the creation of, and maintains fundraising activities to support, fund development goals of the Wellness Clinic;
  • Oversees clinic communications and information flow, including Health Information Technology;
  • In conjunction with the Director of Medical Services plans and implements clinic policies and procedures in relation to administrative issues, oversees staff training, monitors staff compliance and follows up as needed;
  • In conjunction with the Director of Medical Services, recommends and monitors annual budget and expenses. Oversees clinic inventory or administrative supplies. Provides oversight for contracts;
  • Supports grant applications and reporting processes;
  • Maintains, reviews, and develops clinical policy and procedure manuals;
  • Observes and assures compliance with current regulations regarding healthcare confidentiality standards;
  • Facilitates and develops individual and team educational goals with a focus on clinical skills development;
  • Manages onsite services provided by external collaborative partners;
  • Develops annual and long-term department program plans and strategies with staff input through department strategic program planning activities;
  • Ensures achievement of high level program qualitative and quantitative outcomes and impact;
  • Oversees coordination of training and development and volunteer programs for non-provider positions. Performs needs assessment analysis and makes recommendations for training(s);
  • Prepares reports, analyses, and relevant documentation as requested;
  • Develops long-term strategic alliances and maintains program collaborative relationships;
  • Participates in Managers’ Team meetings and develops strategies for collaborating with other program director and managers;
  • Ensures compliance with program and clinical standards of practice;
  • Ensures implementation of department-level quality assurance protocols and activities;
  • Supports implementation of agency-level quality assurance protocols and activities;
  • Participates in agency-wide staff meetings, trainings, events and other activities as required;
  • If the candidate has a clinical background, the candidate may participate in clinical duties as dictated by her/his experience;
  • Performs other duties as assigned.
    Minimum Qualifications:
  • Baccalaureate degree or equivalent experience in Nursing, Public Health, Public Administration, Health Care Administration, or other related field.
  • Minimum 3 years experience in program and contracts management in health or social service setting
  • Minimum 4 years experience working with program’s target populations, including marginalized communities, LGBTQ, refugees, immigrants, homeless, and multiple-diagnosed populations (those with substance use and/or mental health issues) applying harm reduction principles
  • Knowledgeable about clinic licensing and regulations; and local, state and federal laws governing community clinics.
  • Familiarity with HIV psychosocial and primary care service resources and systems in the SF Bay Area
  • Excellent written, verbal, interpersonal, and group communication skills
  • Excellent documentation, organizational, and time management skills
  • Ability to think analytically and creatively in order to solve problems
  • Proficiency in Word, Excel, email
  • Familiarity with FileMaker Pro, Access database and/or Excel spreadsheet programs
    Preferred Qualifications:
  • Registered Nurse, Nurse Practitioner, or non- clinician with MPA, MHCA, MPH or MPP preferred
  • Strong experience with Health issues in Asian & Pacific Islander communities and LGBTQ Populations
  • Proven clinical skills and experience with health care and social service systems in San Francisco
  • Experience in ambulatory primary care practice management.
  • Fluency in English and one or more of the following: Tagalog, Thai, Laotian, Vietnamese, Mandarin or Cantonese
