Agency Description:
Asian & Pacific Islander Wellness Center's mission
is to educate, support, empower, and advocate for Asian and
Pacific Islander (A&PI) communities – particularly
A&PIs living with, or at-risk for, HIV/AIDS. We are the
oldest and largest nonprofit in North America focusing on
sexual health and HIV in A&PI communities. Founded in
1987 as an all-volunteer, community-based response to the
AIDS crisis in communities of color, we are based in San
Francisco’s Tenderloin neighborhood with satellites
in Alameda and San Mateo Counties, operate local, regional,
statewide, and national programming, and collaborate with
grassroots activists throughout the Asia Pacific Region.
All of our work is aligned to fight HIV-related stigma, and
focuses on A&PIs who experience the most extreme forms
of discrimination and have the least access to quality services.

Position Description:
The Director Administration is a strategic team player who
holds primary responsibility for the design and implementation
of policies, procedures and programs related to all phases
of Human Resources, Volunteer Program, Financial Systems,
and Operations Management. The Director of Administration
works closely with other Directors and Supervisors and
advises them on agency’s polices/procedures, compensation,
employment/recruitment, benefits, employee relations, conflict
resolution and staff development. This position manages
annual budgeting, financial reporting, contract review,
and cash flow processes for a $4.0 million non-profit agency
with diversified government and private funding sources.
The Director of Administration leads a team of seven, participates
as a member of the organization’s senior leadership
team, and reports to the Executive Director.
The ideal candidate will demonstrate a passion for the mission
of A&PI Wellness Center with solid management competencies. This
individual will bring an appreciation that their best management
skills will ultimately serve mission effectiveness. He/she
will work toward integrating the administrative functions
(including Finance, HR, and Operations) to build organizational
capacity and serve our clients more effectively. This
individual will be responsible for helping to develop a cohesive
and effective staff.
Major Responsibilities:
Leads the human resources, finance and accounting, payroll,
volunteer coordination, operations management and reception
functions.
Human Resources
Leads a two member staff team to:
- Ensure that HR practices, policies and programs are in
alignment and drive organizational and individual performance.
Practices are mission/values driven, results oriented,
effective and efficient. These practices may include:
- Compensation – performs job analysis, position
classification, salary structure revision, wage studies,
annual focal point review, pay per performance program;
- Benefits – negotiates benefits package premiums,
cost management and presents recommendations to benefits
program;
- Employment – evaluates agency’s staff needs,
evaluates job description, post ads, screens resumes and
extends job offers. Provides guidance to hiring supervisors
on EEO, ADA, etc.;
- Performance Management – in collaboration with
the senior management team, ensures a consistent Performance
Management Program that is objective, systematic, and documents
staff contributions, successes and challenges, inclusive
of positive reinforcement and constructive feedback;
- Organizational Development – identifies staff areas
for growth, coordinates training activities and develops
succession plans;
- Culture – promotes teambuilding activities, cross-functional
team building, open communication, cultural diversity and
culturally appropriate conflict resolution; and
- Change Management – provides leadership and administrative
support for layoffs, downsizing, reorganizations, or any
other significant organizational changes.
- Ensures compliance with all Federal, State and local
labor laws and regulations. Conducts training and/or orientation
as needed.
- Administers Leave of Absence-FMLA, Maternity, PFL, Disability,
Workers’ Comp, etc. Evaluates and determines appropriate
reasonable accommodations.
- Ensures compliance with all Federal, State and local
labor laws and regulations.
Finance & Accounting
Leads a three member staff team: Controller, Budget Analyst & Accountant,
to:
- Monitor cash flow and oversee all treasury management
functions;
- Prepare monthly financial statements and projections
for senior management;
- Prepare quarterly status reports for Board of Directors;
- Staff Audit Committee and act as liaison between Auditor,
Board Treasurer, and Executive Director;
- Prepare monthly invoices for reimbursement and monitor
monthly indirect costs;
- Maintain and update a sound system of internal controls;
- Maintain and update Financial Procedures Manual; and
- Develop a risk management strategy and ensure all adequate
insurances are obtained.
Operations
Leads a two member staff team to:
- Provide direction to the Volunteer Program in order to
support volunteer recruitment, cultivation, diversity and
recognition.
- Oversee the Operations Area by providing guidance on
OSHA, Workers’ Comp, office maintenance, reception
service, cost reduction, and equipment & supplies
purchasing.
Other Functions:
- Represent A&PI Wellness Center in public events,
conferences or community activities
- Provide support to programmatic activities
- Other duties as assigned by Executive Director
Minimum Qualifications:
- Bachelor’s degree in Management or Accounting or
related field
- Five years public/private/nonprofit experience in leadership
and/or as a member of senior management teams
- Strong, demonstrated facilitative leadership skills
- Minimum of three years of experience responsible for
aspects of HR management
- Excellent supervisory and coaching skills
- Experience developing, implementing and enforcing policies,
procedures and programs
- Experience handling risk management issues, conducting
investigations and making recommendations
- Sensitivity to HIV issues, and gender, gender identity,
sexual orientation, ethnicity, and language diversity
Preferred Qualifications:
- Master Degree, MBA
- SPHR certification
- Three years experience fiscally managing and negotiating
Federal, State and local Public Health contracts
